As Chief of Staff to Congressman Gerry Connolly, he worked to help pass and implement the Affordable Care Act, helping extend coverage to millions of Americans, and successfully pushing back against the Trump administration’s efforts to repeal its landmark consumer protections.

In Fairfax County, James worked to expand access to care by supporting local health programs, advocating for increased behavioral health funding, and forging partnerships to provide services to uninsured residents.

In Congress, James is fighting to make health care more affordable and accessible for every American. James has stood firmly against cuts to Medicaid, fighting to protect the critical services millions of families depend on, and is pushing Congress to restore Affordable Care Act subsidies that have already lapsed — costing Virginia families thousands of dollars and stripping tens of thousands of their coverage. He also backs efforts to lower prescription drug prices, expand access to primary and mental health care, protect funding for the National Institutes of Health and Planned Parenthood, and defend Medicare and Medicaid from Republican attacks. In addition, he will fight for investments in maternal health and universal paid family and medical leave, ensuring that health care and workplace protections go hand in hand for working families.
