The Congressional Federal Workforce Caucus works to strengthen the federal workforce and build a more effective, efficient government that delivers for the American people.
Co-founded and co-chaired by Representative James R. Walkinshaw (VA-11), Representative Steny Hoyer (MD-05), and Senator Chris Van Hollen (D-Md.), the Caucus brings together Members of Congress to protect a professional, nonpartisan civil service and develop an agenda for the government Americans deserve.
Federal workers keep essential services running. When agencies lose experienced employees and struggle to fill critical positions, Americans face longer waits, fewer resources, and disruptions to services they count on. A strong federal workforce is essential to a government that works.
Our Priorities
The Caucus provides a forum for Members of Congress to:
- Strengthen the federal workforce. Support federal employees and the merit-based civil service so they can continue delivering for American families and businesses.
- Protect the nonpartisan civil service. Defend the integrity of federal employment and protect public servants from political interference.
- Improve recruitment and retention. Advance policies that support workforce morale and help federal agencies attract and retain qualified employees.
- Highlight the importance of public service. Share stories that demonstrate how federal workers and government programs improve the lives of the American people.
- Modernize the federal workforce. Develop data-informed policies that encourage innovation, improve pay competitiveness, strengthen workforce performance, and expand professional development.
- Bring people together. Facilitate dialogue among Members of Congress, current and former federal employees, unions, organizations, and subject-matter experts to develop solutions that strengthen government services.

In the wake of DOGE’s cuts, protecting federal workers and restoring critical expertise is essential. But the Caucus’s ambition goes beyond rebuilding what existed before.
