James has voted repeatedly to reassert Congress's constitutional war powers, opposing Trump's unauthorized military escalation against Iran and attacks on Venezuela. He believes no president should drag the country into another war without a vote of Congress and a credible plan presented to the American people.

In Congress, James is a staunch supporter of NATO and will work to ensure that the United States honors its commitments to our allies. He has opposed cuts to the State Department and the Trump administration’s reckless decision to abolish USAID, recognizing that these agencies provide critical foreign assistance, respond to humanitarian crises, and advance U.S. leadership and values on the global stage.

Earlier in his career, James helped Congressman Gerry Connolly pass the Global Health Security Act, which strengthens U.S. preparedness for pandemics, improves international health cooperation, and ensures the United States can respond quickly to global health emergencies. He will continue to advocate for robust funding for diplomacy, development, and global health programs that prevent conflict, combat pandemics, promote democracy, and protect human rights worldwide.
