On his first day in Congress, James introduced the Limit on Sweeping Executive Reorganization Act, legislation requiring any President who seeks to cut the federal workforce by five percent or an agency budget by ten percent to first come to Congress for an up or down vote. He also co-sponsored the Delete DOGE Act to repeal the Trump administration’s dangerous effort to hollow out the civil service and undermine the professionalism of federal employees. James has cosponsored legislation to strengthen protections, benefits, and workplace fairness for federal employees. He signed the discharge petition to advance the Federal Employee Labor Rights Act, which strengthens collective bargaining and workplace protections. Walkinshaw is also the lead sponsor of four key bills supporting the federal workforce: * Saving the Civil Service Act — bipartisan legislation preventing politicization of the federal workforce by blocking the implementation of Schedule F. * FAIR Act — providing federal employees with a 4.3% pay increase in calendar year 2026. * Equal COLA Act — ensuring equity in how cost-of-living adjustments (COLA) are calculated under the Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS). * Family Building FEHB Fairness Act — requiring all FEHB plans to cover IVF services, supporting family-building benefits for federal workers.
