Walkinshaw Introduces First Bill to Rein in Presidential Overreach on Federal Organization
Legislation Would Stop Future DOGE Efforts and Reassert Congress’s Role in Government Operations
Washington, D.C. — Congressman James R. Walkinshaw (VA-11) today introduced his first piece of legislation in the U.S. House of Representatives, the Limit on Sweeping Executive Reorganization Act, a measure that would prevent any president from unilaterally dismantling or hollowing out federal agencies without Congressional approval.
“Congress—not a President and his billionaire oligarch—must have the final say when it comes to major reorganizations of our federal government,” said Walkinshaw. “The stakes are too high to allow a single individual to rewrite the rules of governance and gut the civil service at will. Our system is built on checks and balances, not on whims and power grabs.”
Walkinshaw has repeatedly sounded the alarm on DOGE. “This is a direct attack on the very foundations of public service. It is designed to dismantle a professional, merit-based federal workforce and replace it with political loyalists and cronies. That is not democracy—that is corruption,” Walkinshaw added.
The Limit on Sweeping Executive Reorganization Act requires any proposed reorganization that cuts large numbers of federal employees, slashes budgets, or outsources core government functions to secure explicit approval from Congress. It also establishes safeguards to protect federal workers, ensure transparency, and preserve the merit-based civil service system that has served Americans for more than a century.
Walkinshaw emphasized that his fight does not stop here. “This is just the beginning. I came to Congress to stop DOGE in its tracks and to defend the men and women of the federal workforce who dedicate their careers to serving the American people,” Walkinshaw said. “I will remain relentless in reining in these schemes—and in standing up against efforts to replace expertise and integrity with cronyism and chaos.”
In addition to introducing Limit on Sweeping Executive Reorganization Act, Congressman Walkinshaw announced he is cosponsoring the Delete DOGE Act, complementary legislation that would outright repeal and prohibit implementation of the dangerous DOGE framework.
“Federal service should be based on merit, not MAGA,” Walkinshaw concluded. “If Donald Trump and his billionaire backers think they can hijack our government for their own gain, they’ve picked the wrong fight.”
